According to the diagram, the feed to the rear brake lights goes to the LH side first. You could check that there is 12V or so at the plug to start with. Cable is Green/Red. If there isnt, the Gren/Red goes all the way back to the battery fuse box where it links to the rear centre brakelight. LEDs, whats your Watts.

Fuse F30 (7.5 Amp) if you ever need to disconnect it and not want to unplug. it at the alternator. If it was fluctuating with the smart charge unplugged then the regulator is faulty.
